Recognizing ML/TF risks in countries of the Middle East and North Africa region.

Acknowledging the FATF 40 recommendations on AML/CFT/CPF, the relevant
United Nations treaties and United Nations Security Council resolutions, and
accepted international standards in this regard, as well as any other standards
adopted by Arab countries to strengthen the fight against money laundering,
terrorist financing and proliferation in the region.

Staying aware that member countries need to comply with these standards to
establish and implement an effective framework that does not conflict with their
cultural values, constitutional frameworks and legal systems.
